Attempt not to use PileUpMergeSvc when running hard-scatter only digitization

This merge request updates the old and new style configuration of the digitization code, so that PileUpMergeSvc is only configured when it is actually needed. (I.e. ensure that it is not configured during hard-scatter-only digitization or overlay jobs. In these cases ReadHandlesKeys can be used directly.)
