[HLTSeeding+TriggerMenuMT] Fix menu/CF emulation unit tests

• Add missing decoration in emulated L1 decisions in HLTSeeding
• Fix chain definitions in the emulation test to use existing L1 items
• Increase timeout for these tests as they tend to time out for me locally

Fixes unit test failures in CI, so flagging urgent
