Adapted IDPVM config to run on r21.9 AOD without the extrapolator

To simplify validation, the IDPVM config is adapted here to run without the extrapolator (which would pull the ITk geometry configuration) on top of r21.9 AODs. This assumes that the relevant truth decorations have been saved in the 21.9 AOD, which is not the case in centrally produced AODs but can be configured when running privately the Reco if needed.
