RecExConfig: Adjust log message levels from GetRunNumber and GetLBNumber
requested to merge berghaus/athena:RecExConfig_Adjust_message_levels_in_autoconfiguration into 22.0-mc20
When it is not possible to determine the run or LB number, we agreed to return 'None'. This is to signal clients to settle with working defaults. As none of those exceptional circumstances are serious problems error messages of level DEBUG or VERBOSE seem appropriate.
In response to Ed's remark at SSW coordination I'll target 22.0-mc20
only as we may actually want to see this ERROR message in master when
we do not expect to see this error.
