GeometryWrite: update muon geometry writer to write out the full geometry on both A-side and C-side

Update muon geometry writer to write out the full geometry in both positive and negative eta region.

This is needed by an update in Atlantis (atlas/atlantis!13) to fix the inaccurate muon barrel geometry in the C-side due to mirroring of the A-side geometry (AA-36).
