Standardize CA-based configuration syntax for AtlasTrackingGeometrySvc

Now that AtlasTrackingGeometrySvc is only used in simulation jobs it is safe to standardize the configuration syntax to aid debugging output differences between simulation jobs configured with old and new style configuration.
