Changing the TOB word structure in the EDMs

This MR is meant to update the FEX simulation TOB structures. In this MR two different things are considered:

• Structure of the TOB word, now it matches with the firmware output (all phi and eta positions are in the same place, close to the LSB)
• Move the bit sifting parameters to the FEXAlgoSpaceDefs.h header, where all these parameters should be stored.
