allow Sherpa to save and restore RNG status

Christian Gutschow requested to merge local_sherpa into 21.6

Allow Sherpa to save and restore the RNG state to make use of recent performance improvements via a "pilot run".

Requires the upcoming Sherpa patch release to make use of these features.
