MuonPrdSelector: fix jobOptions now tool is private

This package needs quite a bit of cleanup, but for the moment, I just want to get it functional again. I changed the jobOptions to access the private tool.

At the same time, I disabled MuonStandaloneTrackPerf since it's not working either.
