AthSimulation - Add FourMomUtils

Hi everybody,

I'd like to add the FourMomUtils of the packages to be included in AthSimulation. It's a very convenient way to calculate the dPhi for us. The package would be added in the MuonReadOutGeometry in !50331 (merged).
