Add initial MC21-style DigitizationTests ART jobs

Jobs configured using old and new style configuration.

Ensure that the LArSCL1Maker configuration agrees between old and new style configuration for presampling jobs.

Work towards ATLASSIM-5352.
The changes in this ticket also affect ATLASSIM-5546.
