Working implementation of sumptw in different hardScatterSelection Strategy
The goal is to add an option for an additional vertex selection strategy sumptw developed by @musafdar as linked here https://gitlab.cern.ch/musafdar/athena/-/tree/master-sumptw-tool-dev/SumptwCalculationTool
The weighted sumptw HS selection strategy takes into account the weight of the nearby jets when finding the optimal hard scatter vertex. It has shown greater vertex selection efficiency for Higgs to invisible vertex at high pileup.
This MR lays the foundation for further development of the method including extension to a wider set of topologies by including the weights from other nearby objects.
