MuonGeoModel: Lower threshold to assign 3rd RPC gasgap

Hi,

the 3rd gas gap of the BIS78 chambers has to be defined hardcoded in the MuonGeoModel. In ATLASSIM-5487, the station offset is fixed and hence the threshold for the 3rd gasgap needs to be adapted.
