Solving a problem with LM displaced in jFEX jets

This MR is meant to solve a problem in the local maxima (LM) function. The LM were not properly calculated when the trigger tower is in the low edge of the FPGA. The plot shows the bugged distribution (in blue) with respect to the new distribution (red): jJ_Local_eta
