Adding electron Tag and Probe tier-0 nightly art test

Adding a nightly art job to test the performance of the double-electron tag and probe chains at tier-0 level using Z->ee pu40 MC. The initial commit is adding the job and config file, the second is updating one of the chains used in the job to a gsf chain with invariant mass selection.
