PerformanceMonitoring+JobTransforms: Streamline toggling PerfMon through job transforms

This is a follow-up to !47014 (merged) and !49738 (merged). In this MR, we're moving the PerfMon related transform argument to a central location, moving the helper function that sets the relevant ConfigFlags from runArgs to PerfMonComps, and adding support to the new RAWtoALL skeleton.
