Next round of changes for the new ID Trigger monitoring changes

Handle the tag nd probe chains more reasonably - configure the chains from the monTools, rather than separately. Move some of the pythopn config to TrigIDtrkMonitoring

Still many changes that we want to add to this same code as we go on.

Much commented code has been removed, but still lots of commented code that might still be needed for developmemnt.

NB: Many of the python changes here are simply a move from one package to another, with few actual changes, so the python changes should not really need to be reviewed
