Add SignalEl/Mu Hists in TrigMETMonitoring

Include the ability to populate histograms for various MET algorithms following selection of leading electron/muon pT and eta. The pT and eta of the leading electron and muon are first selected, these must pass a cut before the histograms of interest are populated.

Also initialize the default property fields in the header file, removing the declare property lines in process.
