Pass flags to Modifiers

Pass flags to modifiers, and additionally make 25ns setup more configurable (choose via 25/50 modifiers).

All the changes in TriggerMenuMT are because I started from my previous MR (!50616 (merged)) and are already in the release, despite what the diff says. The diff looks fine now.
