Use the new location for the new monitoring
Merge request changed the location of the new tier0 monitoring code, the change did not include the ndw ART test changes, since they were not in the release at that point, so these changes are needed here now.
NB: this is needed to fix failing nightly tests - the code here is not tested or run as part of the CI tests, and as such there is no point waiting for the CI tests to finish - it would be better if we could have this merged today so tyhat our nightly tests can run tomorrow, rather than delay it for the output of tests which don't even run this code and which might means that we have failing tests for another day. Today all our nightly tests failed, which is proof, should proof be needed, that the CI tests don't run this code or spot problems with it.
