gFex scale and EDM update

Cecilia Tosciri requested to merge ctosciri/athena-old:gFex_scale into master

This MR includes the following main changes:

  • the energy scale of TOBs has been changed to 200 MeV, corresponding to the value that will eventually be used in firmware
  • the jet EDM has been modified to allow negative values for rho (pile up correction)
