gFex: 200 MeV scale and Jet EDM updates

Merged Cecilia Tosciri requested to merge ctosciri/athena:gFex_fixSign into master

This MR includes the following main changes:

  • the energy scale of TOBs has been changed to 200 MeV, corresponding to the value that eventually will be used in firmware
  • the jet EDM has been modified to allow negative values for rho (pile up correction)
  • the global EDM has been modified to allow negative values for MET components
  • the TOB energy scale is read from the Trigger Menu and stored in the Aux class of the EDM
