Fix PileUpMergeSvc configuration during CA-based Overlay jobs

A few configurable properties for ServiceHandle<PileUpMergeSvc> were being set to non-empty strings even though the service is not used during Overlay jobs. The properties were set correctly in the old-style configuration.
