sTGC Transition Region: 1*3/4 logic implementation & phi calulation formula fix

1. Implemented the 1×3/4 logic in transition regions, because it will be used in the reality.
2. Fixed the approximated calculation of phi into the exacted one, due to which is only suitable for the range closing to 0, and gave unreasonble results before, thanks Valerio D'Amico.
