LAr online monitoring fixes based on M11

Pavol Strizenec requested to merge AtlasLArCalibration/athena:monitoring_fixes_22.0.54 into master

These are changes needed at P1 to run LAr monitoring during M11. In addition CA based configs are added, we plan to switch to them during/after M12.

Pinging @lily to check if DT changes are correct.

Sorry for the LArCalorimeter/LArMonitoring/python/LArRawChannelMonAlg.py change, I had to remove W$ EOL, the content itself is not changed.
