22.0-TSoS_unique_ptr-MuonRecToolInterfaces

Another, and possibly final, step in accomplishing ATLASRECTS-6384: Clarifying pointer ownership by using the all-unique_ptr c'tor of TrackStateOnSurface. This MR converts the 'TSOSCreator' methods to use unique_ptr arguments, and converts clients to be compatible.
