ATR-25014: Update/Reorganize Trigger CI tests and relevant test executables

Dear all,

This MR will address ATR-25014. (1) update test_trigP1_v1Cosmic_build.py and test_trigP1_v1PhysP1_build.py to include decodeBS steps, (2) update CI configuration to change the comics menu test in CI from TriggerTest to TrigP1Test, and (3) update the organization of decodeBS and filterBS functions so that they are implemented a common python script in the TrigValTools package (i.e. not implemented in individual tests)

This MR updates test scripts that run on CI as well as CI test configurations for trigger related tests, which have been tested in the local environment.
