Draft: L1Topo cTau update

  • Re-implement cTau matching (bugfix) and add monitoring histograms for matched cTaus.
  • Write cTau matching function for HLT seeding inside cTauMultiplicity (@rbielski).
  • Write new plotting functions for multiplicity algorithms.
  • Minor code cleanup.
  • Fix tau trigger counts.
