Update of the han-config for Pixel DQ in Run 3

I have changed Pixel han-config in order to add a new histogram "BTagDegEstimation". Here is the test display: https://atlasdqm.cern.ch/webdisplay/test/21/physics_Main/run_405604/run/InnerDetector/Pixel/PixelExpert/BTagDegEstimation/ The plot shows the degradation of b-tag performance estimated based on the distribution of disabled Pixel modules.
