IdDictDetDescrCnv: Make warnings more explicit and make sure that they do not happen for Run 4

Make warnings in IdDictDetDescrCnv more explicit and make sure that they do not happen for Run 4 when loading identifier dictionaries directly from the database.

Running full unit tests to make sure I do not break any references.
