ATR-25036: Disable offline PVs in cosmic runs

This is a followup from !50855 (merged), since @enagy is on vacation this week. It should disable monitoring that uses offline primary vertices in cosmic runs. We need to disable the offline PV because it doesn't exist outside collision runs.

I think there was just one line missing to pass a configuration option into an algorithm.
