Update MdtCondDbAlg configuration

Updating the MdtCondDbAlg configurations to set unused ReadHandleKeys to empty strings. This matches what is done in th new JO configuration, and avoids conflicts when using the new and old JO in the same job. Fixes ATR-25097.
