AFP Monitoring and Webdisplay: new ToF-SiT correlation histograms

On the request of Michael Rijssenbeek, new histograms are introduced. The new histogram measure the correlation between AFP ToF hits and AFP Si layer hits. The code is rewritten from Gnam AFP Online DQ.

Also small improvements in performance potential of AFP Si layer monitoring and AFP ToF layer monitoring were made.
