updated eFEX Tau thresholds for HLT

Template code from @rbielski filled with the threshold patterns for the eFEX taus as discussed with @watsona.

The last MR went horribly wrong locally when I tried to update it (!50773 (closed)) so I am closing it and opening this one. Sorry about that.
