Draft: PixelMonitoring: fix location of calibration files

Iskander Ibragimov requested to merge ibragimo/athena:bugfix/fix-calib-path into master
  • the calibration files are now placed into dev/ calibration area
  • this unfortunately requires the re-adjustment of the code
  • no impact right now on the CI-tests as this part of monitoring is disabled by default
  • would be good to merge it asap to propagate into the next release
