Update of AFP alignment constants for Run3

Update of the script that produces the database entry for AFP alignment constants.

Added entry from run 413300 on, that will cover Run3 with the first estimate of the alignment. Before that, equivalents of AFPAlignLoc-02 and AFPAlignGlob-01 are kept.
