PerfMonComps: Close the pmon stream properly

This MR moves closing the original pmon stream from io_reinit to io_finalize to fix warnings of type:

AthMpEvtLoopMgr.SharedEvtQueueConsumer             WARNING The file /srv/workDir/ntuple_AODtoDAOD.pmon.stream has not been registered with the FileMgr!

in AthenMP jobs.
