MuonConfig+MuonStationIntersectSvc+MuonMDT_CnvTools: Fix dead tube tests.

Fix the unit tests for the dead tube calculations, which haven't been working correctly for some time.

In dead tube debugging messages, print the identifier as decimal instead of hex so that the lines don't get filtered out by post.sh.

Add method MuonStationIntersectSvc::testStationGeometry and a dictionary to help with unit testing.
