Cherry-pick of MR 49207

There are three tests failing due to error in ESD merging in 22.0-mc20 (test_trf_data18_hybrid.sh, test_trf_data18_hybrid_4outputs_1.sh, test_trf_esdmerge_mt.sh), see:

This is a cherry-pick of MR !49207 (merged) to 22.0-mc20. According to @ssnyder , these changes are missing to ensure working ESD merging.
