Update pixel/SCT conditions config in VSI

The way that the Pixel/SCT conditions summary tools were being configured in VrtSecInclusive caused issues when running over data. This MR addresses this issue in the LLP1 and IDTR2 derivations currently running the VrtSecInclusive algorithm.
