Switch to hard-coded HGTD geometry parameters (until GMX is default)

Merged David Richard Shope requested to merge atlas-hgtd/athena:hardcode-HGTD-GeoModel-parameters into master

As agreed upon in Upgrade Software Integration, we will temporarily hard-code the HGTD geometry parameters in the GeoModel implementation (instead of taking them from the geometry db) until we switch to the GeoModelXML implementation in the near future.
