Draft: introduce BlockConfiguration for jet algorithms
Again, this is roughly based on what I did for MuonAnalysisConfig, based on the existing jet configuration.
This one was a little more tricky than the others, so it probably needs some revisiting at some point. In particular it feels like the selection decorations could probably be handled in a better way, but for now I just wanted to match what's done in the current configuration.
