Migrate HTT SG Input maker tools/algs to r22

This MR is the first step of the migration to r22 for the utilities used for conversion to the HTT internal objects. The thing that we need to solve urgently is input data handles for the converter tool. Namely, it depends on several truth containers (i.e. uses the one that is available) and on InDetSimDataCollection. @fpastore @jmasik @jahreda - please advise if they are realy often missing in productions? This can be handled appropriately at the configuration.
