AthenaMonitoring: Add new flag to allow disabling Trigger decision tool configuration

New flag has been introduced to allow disabling Trigger decision tool configuration, because now it is configured always (useTrigger flag is ignored) and this has been done so especially in the following MR: !43082 (merged). But in the Tile Calorimeter online monitoring and in offline monitoring of Tile Calorimeter calibrations runs the trigger is not used at all. So, this flag will allow to disable it.
