AthenaMonitoring: Manage the Trigger decision tool configuration by the flag useTrigger

Now the Trigger decision tool is configured always ignoring the useTrigger flag. But, in the Tile Calorimeter online monitoring and in offline monitoring of Tile Calorimeter calibrations runs the trigger is not used at all. So, the Trigger decision tool configuration has been updated to take inot account the useTrigger flag.
