EIProducer Python Install Improvement, master branch (2022.03.21.)

Made the installation of the generated python file optional. This is to prevent a failure in generating this file breaking the installation of the nightly.

I came across this one while working on !51451 (merged), and needing to "install" an un-built Athena build directory, to test how the post-installation relocation scripts work.
