Specify AcceptAlgs as an argument of OutputStreamCfg

The changes in !50582 (merged) allow us to save a couple of lines in the simulation configuration. Should also fix ATLASSIM-5707.

Drop obsolete output configuration from G4AtlasAlgConfigNew.py and update clients to use standard HITS output configuration.

Tagging @ncalace, @pagessin, @lgagnon to double-check that HITS writing is definitely required for these scripts.
