Update to sTGC Wire Plane Z-Positions

Previous definition of sTGC geometry placed gas volumes, therefore wire planes, at a locations that did not agree with parameter book. Produced stations.v2.10.xml to account for the different thickness of PCB used in the build scheme for QS1/QL1 compared to the scheme used to build the rest. Also included the thickness of the copper/fibreglass protection cover plate to properly calculate the honeycomb layer thickness.
