Draft: preparing for HS vertex time integration, updating track extension interfaces

In this draft MR I want to update a couple of the tool interfaces so that we can use the reco output for the full truth studies also carried out in the TDR (check for missed primary hits), and also prepare the necessary components to include the vertex time reconstruction algorithm.

The idea for me is to have this all changes here so we can discuss, since several things need to be updated and that would be a headache otherwise for me, but I will then open MRs for the individual updates and new parts separately for easier review.

Also the work in progress is still work in progress, I will ping once some parts are "ready" I guess.
