resurrect LArDigitsToNtuple

Walter Lampl requested to merge wlampl/athena:fixDigitNtuple into master

I ran into a new use-case for this decade-old ntuple dumper. This MR fixes it and modernizes it a bit. I left the purely testbeam-related part untouched.

Note that this algo is fundamentally not thread-safe and does not run in any standard workflow.
